What's going on
Windows are set into one of the door sections, most often the top row, where they are above eye level from the street. Some styles run glass down one side instead, and modern full-view doors are mostly glass in a metal frame.
Frosted or privacy glass lets light in while hiding what is inside. Glass does insulate less than a solid insulated panel, which matters most if the garage is heated or attached.

Stand at the curb and decide how much of the inside you would be comfortable showing.
Look at the other windows on the front of the house so the door can match their style.
Ask for frosted or privacy glass if the garage holds tools, bikes or a vehicle you would rather keep out of view.
Don't
Don’t plan on adding windows later. It is much easier to order them with the door.
Don’t forget the door’s weight changes with glass, and the springs are sized to match.
